You got it. Jerry, played by Jack Black, wanted to sabotage that electric place (forgot the reason why). When they get into place to blend with the environment, I'd place my bet it was a reverse shot. In other words they played the scene backwards so they could spend as much time as necessary to get the camouflage to perfectly fit, while it looks like they did it all in a few seconds.

The Lincoln Memorial shot leads me to believe this is Planet of the Apes (the reboot with Mark Wahlberg).
What a coincidence, the first clue I was going to give is that Mark Wahlberg was in it. Yeah, it's the 2001 remake. The original first and second movies were the only interesting ones (and also Rise of the Planet of the Apes, but I haven't seen the newest one or the tv series), but the rest are still good to watch. The same applies to the remake, doesn't live up to the first, but still a good movie.
