Yup, that's the one. The picture is from the bar scene where the technician reveals the dream-nature of the things that are happening.
The funny thing is that Penélope Cruz played the same character in both the Spanish and English versions of the film.

It sure sounds like a good movie. That is undoubtedly one of The Land Before Time movies. Think it's called The Land of Mists. I recognized it before I even saw Little Foot's reflection.

[trying not to ruin anything] A serial killer plagues Manhattan. Denzel's character is the best forensic investigator around... but he's quadriplegic (due to an accident out in the field). Angelina's character is new to the force and acts as Denzel's eyes, ears and (most importantly) functioning body. In the classical serial murder / suspense movie trope, they don't always solve the crimes in time, and there are some very unique ways the killer uses to murder his victims. He gives them plenty of time to solve the crimes before the murders are committed, but they don't quite make it in time.
There's also the suicide angle, as Denzel's character is contemplating it, and Angelina's father (a former cop) committed suicide. (I don't remember if these were big plot points, I hope not).

Correct, that is the name of the movie. Kidding. That's Kiefer Sutherland. Here's a clue about the name of the movie. The plot takes place during nighttime in a city. It seems The Matrix took some ideas off it , and it came out only the year before! I was lucky to see the director's cut because the original version spoiled the movie at the beginning narration (if any of you see the theatrical cut I strongly suggest muting it at the start until you see the first character glance at his pocket watch). Let's just say when things are finally explained it's a really great plot twist.
Also there's an ability involved called "tuning". At first it doesn't seem like much, but later plays a (very creative) big part in the movie.
Summary:
A man struggles with memories of his past, including a wife he cannot remember, in a nightmarish world with no sun and run by beings with telekinetic powers who seek the souls of humans.
Dark City.

This is probably one of my favorite movies of all time - regardless of the fact that most people will tell you it's not a very good one. I just love the characters and I can identify with one of them quite strongly. I'm sure someone will get it fairly instantly, but I'll post another screen tomorrow.

Amazing you identified both main actors. Dragnet is one of those movies from my childhood I wanted to see again, but I only remembered small parts of it (mainly the part with the large snake in the pit, when they were in disguise like in the screenshot). Luckily I remembered Tom Hank and was able to find it on IMDB after some searching. Pretty fun movie. Dan Aykroyd is great as a by-the-book detective, while Tom Hanks is the perfect comical opposite. Your turn, Joey.

So it's one of those purposely so-bad-it's-good movies? All I can think of right now is Troll or Troll 2.
I don't know if it was meant to be bad. It's just plain awful, but famous for being awful. You may see a few funny guys making fun of it. They helped make it famous.
The only movie that comes to mind is Lair of the White Worm. That was awful - but not famous.
It was released in the US in 1966 to be time-specific.
