They're likely not earning money/not in the partner program.
YouTube doesn't like any copyright infringements at all, but with the millions (?) of videos online, they can't possibly check them all. When people are actually earning money from YouTube (ie: Google is paying them to put up content), YouTube/Google is in a position of higher responsibility and will watch those people much more closely.
Just for the record in case anyone doesn't know, YouTube is owned and operated by Google.

So it has been over six months since YouTube invited some of us to the partner program. To those who accepted, what was your experience? Did you earn any revenue? Did Google disqualify your video(s) for containing copyrighted material?
Don't everyone answer at once.
I'm not asking how much money you made. If you enabled one or more videos for revenue sharing, what was your experience? I mostly want to know if Asaic was right and it was some sort of sting operation.

I didn't know if you were asking about people that got it or not.
Well, I went ahead with the partnership program and about a week after I did that, they declined. So it's not really a sting on youtubers. It just opened it up for more people.
I got the revenue thing, didnt make a cent. Most of the videos that got monotised got the montization thing removed, they kept the vids though
