I tried to do a ghost run, but I really don't see how such a thing could be possible. Anyway, here's what I ended up with. Enjoy!
- No detections Never seen
- No kills/takedowns (except "Torres" and El Tiburón)
- No special outfits
- No ranged weapons/tools

Updated OP with Superfast Blitz on El Tiburón (at 04:35). You can tackle him, but only before you are in combat, which only happens if you play through the mission in one run (not reloading the checkpoint just after killing "Torres").

Not bad, not bad. Gets a frontpage vote from me. Nice how you used a high tackle to get El Tiburon; it really gets around not being able to air assassinate him.
Thanks! You can also go to the roof of the fort, near the ship that's being loaded. Striking him a few times will make him fall from the roof and die after a ~5 second delay
