Here's a list of the in-game pre-order bonuses by retailer for Black Flag. (aka - the first DLC for Season Pass buyers like last year):
GameStop has the ‘Black Island’ pack, which includes the deadly black ship, a Captain Morgan costume and his silver flintlock pistol.
Amazon.com will offer the ‘Hidden Mystery’ pack, an extra treasure-hunting mission on Mystery Island, Stede Bonnet’s ship and Stede Bonnet costumes and multiplayer items.
Walmart gets the ‘Sacrificed Secrets’ pack, a collection centered around Captain Drake that includes his dual-wield swords and pistols, plus his picture, title and relics.
Best Buy has the ‘Lost Treasures’ pack, an ivory wheel and spyglass relic.
Target gets the ‘Trove of Mystery’ pack, which includes an iron wheel and astrolabe relic.

IF I preorder this year, it might be through Walmart.
Best Buy and Target seem ultra lame, as they don't revolve around a character or give you in game perks at all.
Multiplayer hasn't done if for me yet, so Amazon is out.
So it comes down to Walmart (more weapons) or GameStop (bonus ship).
I like the idea of Captain Drake's bonus weapons more.
But as we learned from AC3: 1 - character weapons aren't always the best weapons, 2 - these bonuses will simply be all together on a DLC.
That means, to me, that the best reason to pre-order is to guarantee yourself a copy of the game on opening day.
I'm not going to rush this one. I'll wait to play it and probably get any DLC that looks like I'd want to have it.
No pre-orders for me. I'm going to download the game digitally on my next gen system, buy the season pass, and just play. If the DLC comes with some of the pre-order stuff, fine. If not, it probably wasn't that great anyways.

I'm not even joking... a 2005 CPU game in place of Skyrim... someone wasn't checking the returns very well that day.
Took back and exchanged it hassle free at least.
Oh shit. Just found out you can pre-order Wal*Mart online and have it delivered to your house on release date. No need to actually go to Wal*Mart. Done.
