That information is true, though incomplete.
From the main menu of the game (before you actually load your save file), you can press Triangle/Y to enter the UPlay menu. If you log into your Ubisoft account (create one if you don't already have one), you will acquire UPlay points at certain milestones during the game (similar to achievements/trophies for completing memory sequences). There are four such points in AC2, and yes, you will acquire them retroactively if you link up your Ubisoft account after completing them.
These UPlay points can be spent on several bonuses for the game. You can unlock an extra assassin tomb (Auditore tomb; no item at the end but it has some interesting story in it), an extra knife belt (+5 max throwing knives), an AC2 theme for your 360 or PS3 and an Altair costume.
The Altair costume simply replaces the Ezio character model with the Altair character model from the first game. The Altair model uses Ezio's animations, so it looks a little strange when you do things like use the second hidden blade. It doesn't exist on the Altair model, but it still has an effect. It's like an invisible blade. Talk about hidden!
UPlay is brand new, and AC2 is the first game to use it. The points are universal. Each game that supports UPlay will have four milestones in which you earn additional UPlay points (10 for the first, 20 for the second, 30 for the third and 40 for the fourth). These points can be tallied up from multiple UPlay-supported games and spent on any UPlay-supported game. For example, I could earn points from AC2 and spend them to unlock stuff for the new Splinter Cell. You can also stack points between console versions. I got UPlay points from both the PS3 and 360 versions of AC2, and they added together, giving me more to spend. However, each game should give you the ability to earn enough points to unlock all of its extras.

About the Uplay concept:
I love this idea and I personally believe that Microsoft needs to adapt this with Gamerscore. Rather than use the Microsoft points that nobody likes, let gamers spend their gamerscore racked up from achievements on DLC and other things. And you can still sell the Microsoft points. I think that it would almost make up for the customer dissatisfaction when it comes to the failure rate. So someone, please, tell Microsoft to take the hint. And I'm not sure how it works over on PSN, but maybe Sony could do something similar with trophies.
Except that they would be making far less money if they implemented such a change, so it's never going to happen.
As far as I know, which is not very much, trophies serve no other purpose than to exist. So yes, I enjoy the concept of Uplay. I already bought the altair outfit and ps3 theme. I haven't beaten the game yet, and it's a pity that there's only 4 "actions" throughout the entire game that gives you points.
I bought 'Altair's' outfit from Uplay but I dont' like it because Ezio carries his dagger/short sword on his hipand it messes up Altair's outfit...his short sword is missing on his back although the holster remains and when he does pull his dagger and puts it back it just disappears into nowhere as Ezio. I got bummed about that really quick. That and the tailors tell you you look really bad! Rofl!

Does it REALLY matter what the tailors think? Their only purpose in life is to make pouches and dye clothes pretty colors
No, it didn't really matter except it was funny. I was more disappointed in the graphics. Just too broken for my tastes. I can imagine for someone like Asaic, stab, or Ian, it would really really mess up some pretty videos. Just a bit disappointing that I don't think we'll see many great videos from those guys featuring Altair in Italy.
