Many people have complained that even after completing all of Leonardo's missions and being given the parachute, they are still unable to use it. Purchasing more parachutes from tailors isn't possible when your stock is already full, so we need a way to alter the current parachute stock to trigger the game to realize that there are in fact parachutes ready to use. Here's a method to do so and regain access to the parachute, at least until you turn off your system.
When entering a Lair of Romulus, Ezio's parachute stock is automatically changed to zero (presumably because they don't want you using them inside the lairs). Visit a lair (replaying via the DNA menu is fine) and then exit the memory (or complete it). Ezio's parachute stock is zeroed out and you can now purchase more at any tailor shop, which in turn causes the game to recognize that you have parachutes available.
The next time you reload your save, whether you have parachutes in stock or not, you might not be able to use them once again. Just repeat the method above as necessary.
