To anyone who has ever played an AC game this should be obvious, right? If something looks out of place, like scaffolding, go that way. It's the way it's always been. Cool

Noobs, amiright? I think they never see the scaffolding because they're too busy circling the north tower, looking for a way up. The part you climb after the ladder (1:10 - 1:15) looks just like 15 other panels that are not climbable.
