Normally when you get close to Francesco he will start to run away from you, to grab him you need go in front of him and press the tackle button, then press it again when he is almost standing (the timing is really important).
When he's grabbed carry him out of the city walls (in this way he is out of his escape area so he will be unresponsive).
Now grab him again and carry him back in the city (he will remain unresponsive, but if you go again close to his original waypoint area he will start to run again) and position him under the nearest view point tower to make your Eagle Strike.

if you throw him one knife he won't die, but after the grab if you push him to the ground many times he can die...

I don't know exactly how many meters away you need drag him to make him unresponsive.
I tried to release him 200 meters away of his waypoint and he escaped anyway... after that i tried to release him out of the city and it worked. Then i tried to drag him again near to his original waypoint (my idea was to make an eagle strike from the Giotto's Campanile) but he started to run again... So i opted to make the eagle strike from the view point near the city entrance.
